FORREST FLETCHER

THE DISTRICT 5 PLAN

Five priorities.
One brighter future.

District 5 deserves leadership focused on the issues residents experience every day. Forrest’s plan prioritizes established neighborhoods, responsible growth, careful spending, local economic opportunity and a safe community where families can thrive.

02

Manage Growth Responsibly

Responsible growth can create jobs, expand opportunity and strengthen the tax base. It must also be supported by adequate roads, water, wastewater, drainage and emergency services so existing residents are not left carrying the burden.

What this means

  • Forrest will not consider supporting a major development proposal until its infrastructure demands, long-term service costs and potential neighborhood impacts have been carefully evaluated.
  • Ensure new development contributes fairly toward the public infrastructure it requires.
  • Give nearby residents a meaningful voice when development may affect their neighborhood.
03

Protect Taxpayers

Families and businesses work hard for every dollar they earn. The city should approach its budget with the same discipline by protecting essential services, planning for long-term obligations and showing residents what their tax dollars accomplish.

What this means

  • Review major contracts and capital projects based on total long-term cost.
  • Set measurable expectations for important programs and public investments.
  • Look for efficiencies while protecting police, fire, streets, utilities and other core services.
04

Support Local Businesses

Local businesses create jobs, support community organizations and reinvest in Seguin. Entrepreneurs should receive clear information, consistent expectations and timely communication when working with the city.

What this means

  • Make permitting, inspection and development requirements easier to understand.
  • Reduce avoidable delays while maintaining strong safety and quality standards.
  • Expand awareness of city contracting opportunities and include local business voices in policy decisions.
05

Build a Safer, Stronger Community

A strong community depends on capable first responders, safe and well-maintained public spaces, connected neighborhoods and positive opportunities for young people. Public safety should include both effective response and thoughtful prevention.

What this means

  • Ensure police, fire and emergency resources keep pace with Seguin’s growth.
  • Address lighting, neglected properties and public-space maintenance that affect neighborhood safety.
  • Partner with schools, nonprofits and local mentors to expand youth recreation and enrichment.

WHAT DISTRICT 5 IS FACING

Growth is changing Seguin. Our established neighborhoods cannot be left behind.

These challenges did not appear overnight, and they will not be solved by slogans. They require clear priorities, honest budgeting and steady follow-through.

01

Aging streets and drainage

The challenge: Older streets, sidewalks and drainage systems need consistent attention, especially where deferred maintenance creates safety or flooding concerns.

The approach: Infrastructure decisions should be guided by reliable information about condition, safety and need. Residents also deserve clear explanations of how projects are prioritized, what timelines are realistic and when circumstances require plans to change.

02

Growth pressure on infrastructure

The challenge: New development can put added pressure on roads, water, utilities and emergency services when infrastructure does not keep pace.

The approach: Growth decisions should consider traffic, drainage, utility capacity, emergency response and long-term costs. The city should carefully evaluate whether a proposal provides lasting value and how its infrastructure needs may affect existing residents and taxpayers.

03

Neighborhood reinvestment

The challenge: Long-established neighborhoods can feel overlooked while attention and investment shift toward newer parts of the city.

The approach: District 5 needs should remain part of the conversation as Seguin sets citywide priorities. Decisions should consider both available data and the experiences of residents, with better public visibility into what is being considered, funded and scheduled.

04

Cost and value of city services

The challenge: Families and local businesses expect dependable services while facing rising costs of their own.

The approach: Major spending decisions should be examined for long-term cost, service reliability and value to residents. Budget discussions should clearly explain the choices involved while keeping essential services and responsible financial planning at the center.

05

Safety and opportunity for young people

The challenge: Strong neighborhoods need safe public spaces and accessible opportunities that help children learn, connect and build confidence.

The approach: Public-safety planning should consider changing needs as Seguin grows, along with everyday concerns such as lighting and well-maintained public spaces. The city should also remain open to practical partnerships that connect young people with positive activities and trusted mentors.

MEET FORREST

Built in Seguin.
Committed to service.

Forrest Fletcher is a Seguin High School graduate, husband, father, local business owner and nonprofit founder. His connection to Seguin is personal. It is where he grew up, where his family has built its life and where he has chosen to invest his time, experience and resources.

For more than two decades, Forrest has worked in HVAC, construction and small-business leadership. He earned his Texas HVAC Master License at age 24 and has spent his career building teams, managing budgets, solving problems and understanding what it takes to keep a business moving forward. That experience taught him to listen carefully, plan responsibly and remain accountable for results.

Forrest’s community service grew from a belief that opportunity can change the direction of a young person’s life. Through youth coaching, nonprofit leadership, education, civic organizations and local boards, he has worked to help others find support, confidence and a stronger path forward. He believes Seguin makes lasting progress when residents, businesses, nonprofits and local government work together.

“I’m not running for a title. I’m running to listen, work and deliver for District 5.”

FAMILY & COMMUNITY

Rooted in Seguin.

Forrest returned to Seguin with his wife, Amber, because home represented more than an address. It meant family, responsibility and a community where they wanted to build their future. Together, they have raised their daughters, built local businesses, supported schools and community organizations, and created opportunities for young people.

Raising a family in Seguin makes local decisions personal. Growth is not only a number on a report. It affects the streets families travel, the services they depend on, the businesses they support and the opportunities available to the next generation. Forrest believes local leadership should remain accessible, accountable and connected to the people it serves.
